According to the Nationality Law of the People's Republic of China, foreign students who do not have Chinese nationality are required to attend primary and secondary schools and secondary vocational schools with the qualification to enroll foreign students (according to the enrollment policy, students who are accepting compulsory education must live in Haidian).
Foreign students who plan to attend Beijing's primary and secondary schools in the compulsory education phase, their parents or guardians shall apply for admission in the enrollment department of education commission or school of the district where they live within the prescribed time limit holding children's foreign passports, valid Chinese entry visa, residence certificates in Beijing and other materials (please come to Haidian District Admission Examination Center Primary School Admission Office to apply for primary school admission, contacts: Teacher Gao, 62897634,62735042; directly contact schools for attending other non-graduating grades in primary schools and junior high schools).
Foreign students who plan to attend Beijing's high schools, their parents or guardians shall apply for admission in the schools with the qualification to enroll foreign students within the prescribed time limit holding their own and students' foreign passports, valid Chinese entry visa, residence certificates in Beijing and other materials.
According to the Notice of Beijing Municipal Finance Bureau and Beijing Municipal Commission of Development and Reform on Admission Fees for Foreign Students Attending Public Primary and Secondary Schools (JCZ  No.348), the charging standards are as follows: for the children whose parents work in Beijing, and hold X or F entry visas, and those whose parents live in Beijing for a long time, the tuition fee standard is still in accordance with the original 1997 Notice on Adjusting Admission Fees for Primary and Secondary Schools (JJSZ  No.260) issued by Beijing Municipal Price Bureau, Beijing Municipal Finance Bureau and Beijing Municipal Education Commission, namely: RMB 3,000 per semester for primary school students (code: 174001003), RMB 4,600 per semester for junior high school students (code: 174003007) and RMB 6,000 per semester for senior high school students (code: 174003008); primary and secondary schools that accept foreign students shall determine the charging standard according to the average cost of students, which shall be managed as operating and service charges.
Beijing Municipal Education Commission will soon issue the Administrative Measures on Recruiting and Cultivating International Students in Primary and Secondary Schools of Beijing. The enrollment policies and fees will be changed accordingly.
